Where can i find affordable uniforms??

I am a curvy girl whose school has decided to change school dress code to uniforms, i have had no problems finding tops but i can't fing bottoms here is the criteria:

Navy Blue or Khaki
cuffed or uncuffed, pleats or no pleats, with or without elastic,hemmed
NO denim,cargo, carpenter, spandex, or other tighfitting material,and no skorts.
I want cute pants and i also tried to find some AFFORDABLE wide legged navy pants but i didnt i range from a size 9 to a 12 depending on the brand.

uncuffed so it doesnt make you shorter,pletes might give you more room,try it and see whats more comfortable.look for a cotton spandex blend for pants so it give that stretch to the original material.i would suggest dickies,but those can be pricy check ebay or an outlet store
